Behavior/Dress/Disciplinary Action Policy
In an effort to provide the school community with a safe, productive learning environment, Browning High School has established the following guidelines for behavior, dress and discipline in alignment with the LBUSD policies.  Students are expected to familiarize themselves and adhere to the Behavior/Dress/Discipline Policy. Students who choose to violate the behavior/dress/discipline standards may be subject to disciplinary actions including, but not limited to, suspension.  All students are required to wear school photo ID while attending school.

Behavior
Students attend school expecting an environment that is safe, respectful, clean and free from disturbances.  In general, any behavior that inhibits the learning process at school will not be allowed and is subject to disciplinary action.  Specific behaviors that may result in disciplinary measures include:

  1. Loitering
  2. Disrespectful attitude towards staff or students
  3. Possessing a marking instrument used for graffiti  
  4. Failure to properly identify yourself to a staff member
  5. Theft or stealing 
  6. Disruptive behavior
  7. Any threats towards staff or students  
  8. Damaging school or private property
  9. Fighting or physical assault
  10. Smoking within 200 feet of the campus
  11. Cheating/Plagiarism
  12. Gambling or possession of gambling paraphernalia
  13. Sexual harassment
  14. Inappropriate use of electronic equipment
  15. Possession of a weapon
  16. Using profanity
  17. Any unlawful/illegal acts on campus
  18. Under the influence of or possession of alcohol, narcotics or a controlled substance


Dress
In alignment with the Long Beach Unified School District Grooming Standards and High School Academic Dress Code

A student’s dress and general appearance should not be such that it draws undesirable attention to the student, nor should dress and appearance detract or interfere with teaching and learning in the classroom and on the campus. It is expected that all students shall maintain their person and clothing in a modest, clean, and age-appropriate fashion consistent with our dress code and compatible with the instructional program. In an effort to maintain a safe and secure school environment, high schools may issue schoolwide identification badges to their students, faculty and staff members. Schools will notify parents of the necessity and requirements of the policy.

MALE’S DRESS CODE – ACCEPTABLE CLOTHING AND GROOMING

  1. Footwear must be appropriate for school activities (no flip flops).

  2. Shirts must be appropriately fitted at the shoulder.  NO WHITE T-SHIRTS.

  3. Pants, suspenders and overalls must be worn up.  Belt tails may be no longer than 4 inches from the first belt loop and may not hang down as a tail. They should be appropriately fitted at the waist and fitted into the belt loops.

  4. Hemmed cords, slacks, shorts and jeans, which are appropriately fitted at the waist and at the leg inseam and/or crotch area, may be worn (no sagging).

MALE’S – UNACCEPTABLE CLOTHING AND GROOMING

  1. Tank tops, mesh shirts, sleeveless or white T-shirts

  2. Cut-off sweats and jeans, biker shorts, tight shorts, shorts over 4 inches above the knee cap, boxer shorts or shorts that look like boxer shorts worn as outerwear.  Clothes that allow undergarments to be exposed.

  3. Headbands, headgear, bandannas, visors, hairnets and combs in the hair worn in the classroom.

  4. Clothing and accessories with obscene or gang-related designations that substantially interfere with appropriate discipline or the educational mission of the school.

  5. Clothing and accessories that are unsafe and/or dangerous (for example: studded belts and wristbands, metal belts, chains, handcuffs, etc.).

  6. Tears, holes, patches, slits in the seams, and ragged hems in clothes and shoes.

  7. OVERSIZED CLOTHING.

FEMALE’S DRESS CODE – ACCEPTABLE CLOTHING AND GROOMING

  1. Footwear must be appropriate for school activities with heels not to exceed 3 inches (no flip flops).

  2. Leggings may be worn under appropriate length dress or skirt, or with appropriately sized blouse, tunic, (not t-shirt) or sweater, both which must be mid-thigh and worn out.

  3. Pants, suspenders and overalls must be worn up.  Belt tails may be no longer than 4 inches from the first belt loop and may not hang down as a tail.  They should be appropriately sized at the waist and fitted into the belt loops.

  4. Personal grooming items must be kept in the student’s purse or backpack.

  5. Hemmed cords, slacks, culottes, shorts and jeans that are appropriately fitted at the waist and at the leg inseam and/or crotch area may be worn (no sagging).

  6. Dresses, skirts, jumpers and blouses.

    1. Hemlines and slits on dresses, skirts and shorts are not to be shorter than 4 inches above the knee.

    2. Sweaters, knit tops, and sweatshirts may be worn out, but must be at or below the waist (no skin should be visible).

  7. Open knit, large weave sweaters and see-through clothing must be worn with an acceptable blouse or shirt underneath.

FEMALE’S UNACCEPTABLE CLOTHING AND GROOMING

  1. Dress and tops:  Strapless, spaghetti or straps less than two inches in width, off the shoulder, cut-out designs, and sun dresses, low-cut or tight shirts, blouses or tops that bare the midriff at any time, bare-back, tube tops, male-type athletic tank tops and plain white t-shirts, see-through and sheer clothing that does not have an appropriate blouse or shirt underneath.

  2. Cut off sweats, pajama bottoms, and jeans, biker shorts, tight shorts, shorts shorter than mid-thigh, boxer shorts or shorts that look like boxer shorts, worn as outerwear.  Clothes that allow undergarments to be exposed.

  3. Head coverings such as curlers, bandannas, hairnets and headbands across the forehead, and combs in the hair.

  4. Clothing and accessories with obscene or gang-related designations that interfere with appropriate discipline or the educational mission of the school.

  5. Clothing and accessories that are unsafe and/or dangerous (for example:  studded belts, chains, handcuffs, etc.).

  6. Tears, holes, slits in the seams, and ragged hems on clothes or shoes.

  7. Tight fitting and revealing clothing and/or OVERSIZED clothing.

GANG/TAGGER CREW-RELATED UNACCEPTABLE CLOTHING/ACCESSORIES APPLYING TO BOTH MALES AND FEMALES

  1. Headgear, bandannas
  2. Trench-type, knee length coats (unless specific to inclement weather).
  3. Clothing, haircuts, and accessories worn in a manner that could be associated with gang or group affiliation.
  4. Any gang/tagger crew-identified apparel.
  5. Knee socks with over the knee shorts.
  6. Gang/tagger crew writing on shoes, clothes or body, backpacks or accessories.
  7. Any combination deemed gang/tagger crew-related as concluded by local law enforcement agencies.


Disciplinary Actions
Students who appear at school wearing inappropriate clothing or who are inappropriately groomed will not be allowed to attend class until they make the changes necessary to meet the Long Beach Unified School District’s dress and grooming requirements. Changes could entail removing objectionable clothing items, putting on acceptable clothing provided by the school, or contacting parents to return home to obtain appropriate clothing. Violation #1 Dress Code Violation form sent to parents via student and student Warning #1. Violation #2 Dress Code Violation form sent to parents via student and 60 minutes detention. Violation #3 Dress Code Violation form sent to parents via student, non-class time trash pickup may be assigned. Administrator phones parent. Violation #4 Dress Code Violation form sent to parents via student and possible suspension. Administrator contacts parent. Note: Dress code violations are recorded. After each offense, student is informed of the consequence that will result if another dress code violation occurs.
